Steam savers vs. f&t traps

I'm working on a 2 pipe system with steam traps. While checking the piping around the boiler room I found
Returns where f&t traps were removed and they installed hydro product steam savers. Any advice,I don't think this is the right appliction for these. I would like to pull all of them and replace f&ts. Any advice would help.
I'm trying to get the pressure set lower from 3-5 psi down to 1/2-1 psi.
