Built in wall radiator

I am not getting heat from my bathroom in-wall radiator. It appears to have a vent and no shut off. It's a very old radiator. I vaguely remember a plumber being over and telling me he can shut it off if it's too hot up there. Am I dreaming? Or did he shut it off somehow?

that appears to be a steam rad. feel the pipe and see if its getting hot at all. Follow the pipe there may be a shut off somewhere else going to that valve0

I used to have one of those in my previous home. Put in the bathroom circa 1934. It had a steam vent (no matter which brand I used) that FOREVER got stuck in the CLOSED position - particularly after the boiler ran for a longer period of time to get the house up to temp. i.e. going for a longer range of temperature change. Mine had no shut off valve at all...nowhere. The only rad I had like that and the only one without a valve.
