Snow melt for metal deck

I have a 288 sq. ft. metal deck that I would like to have a snowmelt system installed on, any Ideas would help.

We need allot more information. I have never even heard of a metal deck? All of the decks in my area are wood or synthetic wood.0

Weld some 3/4 black steel pipe to the bottom, circulate hot water.
Without enclosing and insulating it will be an energy hog. If it is for slip and fall protection and potential injury suits, it might be worth heating a slab of steel?
