What is a good capacity conversion factor from steam capacity to hot water at 180 deg (70 deg room air) for cast iron radiators?

Don't forget that the numbers above represent average water temp and not entering water temp.
https://heatinghelp.com/systems-help-center/conversion-factors/ has the full range.0 -
150 BTUH per EDR (ft2 rating) @ Average 170F temp (180 supply and 160 return).0
