Refrigerant drums

Hey guys, I have 2 new drums of refrigerant that my servicemen have somehow managed to break the handles off of the valve stems, rendering the refrigerant unusable. Any ideas as to how I could recover and use the refrigerant safely and legally? Thanks Gary
