Convection Radiator Dampener in Mod Con system

I have semi-in wall Trane Convector radiators from 1950 in a mono flow system. They have a neat sheet metal plate that can be raised or lowered via a chain on the outside cover.
In the lowered state the plate rests on top of the the fins, presumably to reduce the temperature in the room by stopping convection.
Raised it sits at about a 60° angle & allows convection.
I don't think damping down the convection fits in the new system using a mod con with an ODR.
The question is, should I remove the plate entirely thus allowing full airflow throughout the unit, or does that plate at 60° help things & I should fix it permanently at that angle.

Let the ODR do its thing, start rooms off with dampers open, and fine tune as needed. Poor man's zoning.0
