Noisy outside vents

My neighbor has installed a propane warm air furnace with 4-inch PVC supply and intake pipes through the basement wall close to my house. They sound like noisy echo chambers when the furnace operates. What can be done to muffle the sound?

Close the valve on his propane tank.
I would see if he had somebody set up the furnace with a combustion analyzer. It may be out of tune, causing excess noise.0 -
Or you could just move, that will make the sound completely go away. Just joking, what JStar said above is a good starting point. How close is his house to yours and what make and model of furnace?0
