I've heard both ways--always put them in, or shouldn't ever need one.
The energy drag is not small, 80-100 W when temps drop below 37. Not sure if that's constant or only when defrost mode kicks on. So far I haven't put them in and it looks like the units I have up high (8-12") are okay this winter; almost had some problems with one that's only up 4 " and had completely iced up underneath. Just wondering if there is a consensus out there?

I put them on every unit I install. I have seen ice build up damage lower sections of the outdoor coil. I live in Montana, lots of snow with cold temps.0
