I Don't Understand What Happened!

Hi, It's been awhile since I've used this site. I look after a steam boiler at my church. We were having a problem with over heating in a room. There is a loop off the main pipe that is operated with a steam valve that is operated by a Honeywell M9164D1009 Modutrol actuator. What was happening you would turn up the thermostat ant the valve would close and turn down the thermostat the valve would open. So I removed the actuator and turn the crank around. Put it back together now the actuator doesn't work at all. Got 24v on the transformer wires and the thermostat has connunity when it should and no conn unity when it should. Everything is back like it was and it just don't operate. Im at a loss, any suggestions? Thanks Rich Davis
