Slant Fin Galaxy - Insufficient Heat

hello...during "normal" cold periods (30 degrees), I have no issue. Below that, the heat struggles to keep up. I have bleed each radiator (old recessed small baseboard with the big radiator wall covers). Is there a way of checking or upping the water temperature settings ? I see a temperature gauge but do not see any settings. Certainly not a plumber here but if there is a straight forward temperature setting I would like to try that..or any other "simple" suggestions. Thank you

I have seen many houses where the heat immitters are inadequate or covered and not allowing proper air movement.
have someone check boiler water temp leaving and returning to see if the heat is being distributed or just circulated0
