Can any one tell me the purpose of a stage control temp switch for a hot water boiler.

Can you post a picture of it?
It may be for some sort of multistage burner/gas valve to modulate the firing dependent on the return water temperature. When it is cold, the burner goes to high fire, as the return is cooler, and in moderate weather, low fire is enough to satisfy the needs of the system. I believe Peerless has something like this on their Mod-U-Pack gas train.--NBC0 -
Simple answer is to save money. They are on many of the copper tube heat exchanger boilers.0
