We worked on an elementary school for many eyars that was 2-pipe with fin tube and unit ventilators. In the spring/summer it would switch over to chilled water. The DDC controls were set up in such a way that during swing days (cold at night/hot during day), they would apply heating early, then let circulate the water until the loop temp cooled to about room temperature, then turn on the chillers. After optimizing the control logic over a couple seasons, it was down to a very efficient and comfortable system that held the temperature steady w/o slamming the chillers on when they didn't need to.0
