Water way to hot

I have a Vaughn top performer plus indirect fired hot water heater with a Burnham gas boiler. Vaughn has a consistent steady green light, I have both temperature adjustments set low and the water temperate is scolding hot, nothing changes. Have tried shutting down but it always comes up to the scolding temp. Any thoughts on what maybe causing this. Thanks

Bad tstat? Is the bulb in the well all the way. Do you have a mixing valve? If you don't I would recommend one.0
