attached are 2 pictures of a radiator. This a hot water system in an apartment house. There is what appears to be a thermostatic radiator valve, but it looks like a valve for a 1-pipe steam radiator. Supply and return pipes connnect at bottom of radiator. The ell on the right has a fitting that looks like something broke off. Not sure what this is. The tenant complaint is the radiator is overheating. Thermostat in another area of the house. Can anyone help?

You are correct! That is a Danfoss one pipe steam TRV. Replace it with a coin vent and a proper TRV and a new valve.0

That TRV and steam vent are usually used on a single pipe steam radiator. Not on a forced hot water radiator.
Someone must have been reading on the Internets or watching Youse Tubes videos.0
