We recently replaced an old steam boiler with a new one.
Now this contraption spews steam and water out through the vent on top???
Any ideas?

That's an Air Eliminator. Is this a TRANE two-pipe system? Do you have pictures of the boiler piping? Supply and return. What pressure are you running at?0

Yes, Jstar's correct. I have a Trane vaporvacuum myself, although I don't see a vent on yours. Get that thing working and enjoy the merits of a vacuum system: quick steam delivery, even temps, warm rads and better efficiency. Some additional pics of the piping would help to make sure it wasn't "knuckleheaded" at some point. Mine has some quirky piping that helps it work as designed.
