Peerless ECT-03-SPL steam boiler

I had an ECT-03-SPL boiler, fired by a Beckett AFG burner with a .85/60 B Hago nozzle installed. Both the installation book and label on the box says to install the low fire baffle. The installer said it was not necessary because the combustion test was ok. I am looking for opinions on weather or not I should get him back to install and do the combustion test again.. Will this damage the boiler?
