I assume you're talking about a steam system. The radiator has to be a certain distance above the boiler's waterline so water will not get into it.
Since you're just getting into this business, I highly recommend you get a copy of Dan's book "The Lost Art of Steam Heating", which is available here on the site. Besides having lots and lots of information, it's also a very good read.All Steamed Up, Inc.
