Only one manifold

Here in St. Louis, Mo many of the in floor radiant systems have only one accessible manifold. That is to say I can only find one. Usually the return. Why is that? I mean, if there is one manifold doesn't there have to be two? If so, why is it buried, hidden, etc?

Pics would be helpful. How old is the system?
It is possible to do it that way. But it's also possible the supply manifolds is hidden somewhere. Look for wall access panel in closets.0
