Ruud condensing HWH

I installed a new ruud RUTGH-84DLVN last year, this past Saturday my customer called with No Hw. I found both inline 3 amp fuses blown I replace as I figured we just had a lightning storm maybe this caused it. But as soon as I plugged in power cord fuses blew out again. Board never powered up. I visually inspected board and saw nothing any suggestions?
