General pipe freeze

We are struggling with out freeze kit, we have not been using it a lot becasue we can't seem to trust it. Sometimes we are good to go (frozen solid), other times it just sits there and shows tiny frost on the clamps, but no where near enough to freeze the water. No, there is no flow, and no, there is no heat (I tried to freeze a cold water main (3/4"c) the other day, ball valves off).



We question dip tube issues on the tanks, but out Co2 vendor shut us down when we asked him about this.
