Converting One Pipe Steam Rads to 2 Pipe Hot Water

Has anyone ever seen radiators like this one I pictured here? They do not appear to have a passage between columns at the top. We have used the european valves, like Danfoss and Oventrop have, to convert one pipe steam rads to two pipe hot water before on other jobs, but I'm wondering if that would work in this situation. Any help would be great. Thanks. - JJ

If it's not connected on top, it won't work very well. Do you have a picture of the entire radiator, or a name on it?
