When removing a rad, not planing to replace it should you take all the pipe out and put a nipple with a cap or a plug where it connects with a main branch or is it a good to put a #1 air vent to help the steam come down the pipe.

Cap it
If you are removing a radiator, you want to cap the pipe off. Why help steam run down a line that no longer has a radiator on the end of it? Let the Main vents do the job of removing air from the mains and use the remaining radiator(s) vents to balance the radiator(s). Make sure you understand how much impact that removal will have on the boiler sizing, especially if your boiler is already over-sized0
