Heating Problem? Radiator turning on too frequently.

So I've been having an issue in my apartment with a ceiling unit that looks to be kind of old. The main issue being, that even when I set the thermostat of the system to off, the heat still runs sometimes. The rooms get too hot because of this. What I was hoping is that someone could look at a picture of the circuit board to the system and maybe tell me how I could turn the system off from that? Any help is appreciated.
