On a Beckett clean cut pump is the solenoid normally open or closed??

It is normally closed when the burner is off or in pre- or post - purge. It is open during burner run cycle only.
I have seen the valve get "stuck " open by water in fuel , rust, and by other debris or foreign substance.0 -

I had a clean cut pump fail a cut off test for the first time tonight. It's the fourth one I've replaced in three years, and first three had delay valves which wouldn't open0
