What would be the cause of a hot water boiler short cycling with a high pitch "whistling" noise and shutting down immediately, within 5 seconds?

    It sounds like 2 issues...first no water flow / bad circulator...and second more dangerous no or low water in the boiler. Shut off asap! Especially if you do not have a properly installed low water cut off.
