Monitron boiler not heating coils

I have installed a slant fin monitron model em-10 electric boiler. What's troubling me is I've installed everything right but when I flick the disconnect to power up the boiler there is zero rise in temp. Pressure is perfect. All air has been purged. But for some reason the temp gauge shows no movement. I figured it was an electrical problem. Can someone confirm that for me? Or have I missed something? All four heating elements fire up on the display and say they're on but no temp ride.

If someone could help me on this I would greatly appreciate it. Thanks!
