Steam Vent

Old radiator (1924). No leaks.
I have replaced a Hoffman style vent several times, purchased at my local plumbing store.
With the vent installed only enough steam enters the radiator to heat only the first 3 fins. There are about 20 fins all together.
If I remove the Hoffman vent the entire radiator heats very hot but, of course, steam exits the hole where the vent should be.
Any thoughts? Different vent, maybe something wrong with the valve, something else I could look at/try? I should mention that all the other steam radiators in the house work perfectly.
