is it just a regular valve?

I found one of my CI baseboard has this valve at one end. It is the only one I found among these 7 baseboards. So it must be a reason be there. A special valve? for what? why only one?

Looks like a normal valve that some used spray foam to keep the draft out, stop squeaks or keep rodents out.
The ones we usually used on CI baseboard has the handles at 90 degrees. Like to the left. But if the end cap valve enclosure worked, 10-4.0
