High pitched whistle! How can I stop it? (pictures included)

Hey,
I just moved into a place with an old heating system. It looks like there was some kind of valve at one point, but has been taken off. When the heating boiler is off, the sound goes away. Is there anyway I can manually turn off this radiator?

Steam Heat
