whats best way to clean hard to access radiator fins?

in THE MAIN WALL
the fins are in older baseboard cabinets that cant really be removed which makes accessing the fins very difficult; there is a layer of dust that appears to be restricting air flow.

    The most efficient way I have heard of is compressed air and a shopvac.You would have to play with pressure and containment to avoid trashing the whole house, and I suspect you would have a perfect procedure down by the last baseboard. But, at least you'd be that much ahead for the next time.
