Expansion tank location

Hi all,
I'm just a GC... Have done boiler piping on my on rental homes to deal with problems re-piped everything as per 'pumping away'.
Anyway, my buddy called me about a leaking expansion tank (steel tank in the ceiling). It's a duplex, and I took a look at his other heater in there, installed in 2005, and saw a diaphragm tank connected to the PT relief pipe - see below. Is there any reason a reputable plumber would set it up this way? I've never seen it. Also there is no means for air separation at the boiler. It is not pumping away.

The right way...
Isn't quite like this. "Pumping Away" shows how to do it. So do the application drawings in Siegenthaler's "Modern Hydronics".0 -
Boiler instructions
The boiler instruction manual was still there on the wall and clearly showed to pipe the expansion tank into an air separator with feed valve nearby.
I know that an experienced plumber in our area did this install, I was just curious why or if anyone had ever seen it?0 -
