uneven heating

New member - checked back 10 pages didnt see anything on my problem.
System: 1 pipe steam w/ cast radiators and 1 baseboard (in kitchen that never really works)
Situation: thermostat (on 1st floor) set @ 72 - 1st floor is 60º 2nd floor is 80º
Radiators on 1st floor are reading 130º 2nd floor ones reading 195º
Any ideas? Should also note that the temperature dropped to 9º which is abnormal for my area.

Baseboard never works
This sounds like a main venting problem. Can you post pictures of them? Large main vents will allow the horizontal supplies to fill with steam first, and then slower radiator vents allow the steam to enter all radiators at the same time. Low pressure aids this, what is yours?
Are the 2nd floor radiators on the same riser as the 3rd floor rads?
Is the anticipator set properly on your thermostat?--NBC0 -
