Pump by-pass question

A property I take care of has this by-pass at the system pump, I was wondering why would the original installers put it there.

The 2" piping drops down from the ceiling in a U loop. The main system pump is inline on the upflow portion of the loop. Just above it, they cut in 2" X 3/4" tees and spanned the loop above the boiler with a 3/4" ball valve in the by-pass. if that valve is opened at all, it makes a lot of turbulence noise. I am a 30 year plumber/pipefitter, but have no idea what the logic behind this odd little by-pass would be.

    Is the pump located? Supply or return? Bypass was probably installed to prevent flue gas condensation. Paul S

    System pump

    It is on the supply end of the building (secondary) loop, The 2 boilers have closely spaced tees with their primary loops into the secondary loop.

    Its not affecting the system operation at all, I'm just wondering why they put it there.
