Navien Combi and Taco zone control relay

Hi there. I have a question about an install I did. Lol. Not sure if this has been previously discussed or if I'm being stupid, but ...
Recently installed a Navien Combi (240?) with a secondary circulator. The system has a one zone Taco switching relay and five Taco zone valves.
BTW, the thing works great.
So on a call for heat I would assume that the zone valve opens and the secondary circulator starts up directly. But this doesn't seem to be the case. The valve opens but the secondary circulator doesn't come on. Not right away.
If I take a jumper to the zone valve and go from contact 1 to 2 or 3 the sec circulator comes on instantly.
Is the Navien running algorithms while I'm staring at it?
The zone valves are wired in a typical fashion with the t-stat on 1 the trans neutral on two, and then contacts on 2 and 3 going to the switching relay (all 2 and 3 interconnected). There are two transformers giving power.
I am sure I am leaving out info. Let me know. And thanks in advance for your consideration / time.
