baseboard malfunction

top floor apt has been constant getting air into the fan coil units and baseboard heater

fan coils have been installed with automatic air bleeders as has the baseboard although the baseboard keeps getting air in the system or cold water sits when you drain it from the air valve before it gets hot for a few minutes before it dies again as you get ready to leave..

could it have been installed without connecting to the return side..
