one pipe steam boiler, general questions on new boiler

Just wondering,, have a valve completely off to radiator, and somehow still getting hot,, any suggestions?, another question, have pressure set to lowest settings, noticed after about 30 min, the pressure runs around 4 psi on gauge,,and starts short cycling, on and off every few min,, is that normal? Not sure if pressure is causing short cycle, also all radiators r hot when short cycling begins... any suggestions welcomed?

Over pressure
4 psi is too high for your system, and perhaps your pressuretrol needs attention, or replacement. Check your main vents for operation.--nbc0
