Giannoni Heat Exchanger Surface Area

Anyone out there aware of the different surface areas that boiler manufacturers use in their Giannoni exchangers? I have noticed recently it looks like one manufacturer in particular seems to over fire their boiler to the rating I see on the ASME stamp of the exchanger -- not sure if all the manufacturers do or not.
The one in question says the rating is simply a minimum relief valve capacity - not a firing capacity. Oddly enough I have had quite a few exchangers burn out of these boilers -- not a lot of experience however in others.
Any one have info on...
