Vents On An Induced Vacuum System

The steam coil is mounted to the air return of a water cooled packaged unit. Basically, the steam coil utilizes the blower during the winter to push heat through the ductwork. We are working on a commercial space on ground level.
It's a two pipe system with a condensate return pump. On the enclosed pump sump, located on the top, a 12" nipple extends up and is open to atmosphere. The building super stated the system is now a vacuum return and I need to install a "penny" valve on the nipple. I've never heard of a Penny valve before. I assume he means a Hoffman 76?
It's a large commercial building and has a ton of issues with blocked return lines and steamfiters are in the process of replacing numerous sections of piping within the building.
