Is this burn mark dangerous?

This is on the back side of a Burnham oil fired steam boiler.
It's charred at the 10:00 position... is that reason for concern?
Also, what's this part for?

Is that burn new or has it been there awhile?
Looks to me like the ignition went out at some point and you were getting flash fires in there. Oil pumps in, but the ignition only fires say once every 10 attempts. Once it does, whoosh, there goes the built up oil.
Have you every had the ignition replaced? Are you noticing any loud banging noises, or large puffs of black smoke from the chimney?0 -

Just noticed it, the mark might have been there for years for all I know.
The burner runs for maybe 12 seconds before the fuel ignites, and it's worked pretty well over the years.
I've never watched the chimney.0 -
Try
putting a piece of masking tape over the burn. If it's currently occurring, your tape will char. If the tape is clean after a few weeks, its probably old and already been fixed.0
