B&G comforttrol zone valve fails to operate manually

We have hydronic heating system in our condo building. The condo was closed last winter. Now, the heat is not working.
Bleeding the pipes didn't help. Took off the power head of the comfort-trol zone valve. The pin of the seal gland was stuck in the down position. Took it off, moved the pin to up position, still no heat. Anybody familiar with these zone valves? Any way to know if the valve is opening, without draining the pipes?
A neighbor on the same floor has too much heat and we have none. Could it be something wrong with the circulator downstairs?
