Prefered piping for multiple tier finned tube elements in a 2 pipe steam system.

We are looking for input about piping three tiers (one on top of the other) on a two pipe, low pressure steam system. The installations would be typically using steam from a central plant, like a university building or an office building.
Which is preferred? Manifold connection to the three tiers? Or, Series piping (serpentine).
Which performs the best?
Suggested piping diagrams are greatly welcomed.

I would pipe them parallel like a ladder. Make the rungs of the ladder U-shaped so that you will have swing joints and proper pitch.0
