Need Help for 2 pipe steam rad valve parts

I have a 1954 school with 2 pipe steam convectors.  Changing out trap elements Hoffman # 17C & 8C (thought to be the originals)

The problem is with rad valves that are Hoffman model 180 (obsolete).  Most do not function and cause problems balancing the heating.

There are eleven 1 1/4" angle valves that should be rebuild.  The 185 models are a replacement but very difficult to change the bodies in this situation.

Is there a source for the replacement "Hoffman Specialty Service package # 601099" that includes bonnet assembly with all moving parts.

There are orifices in each valve union/spud; they feel like approx. 3/8 to 1/2" holes.  Is it a good guess that even though the traps probably failed that the orifice has kept most of the steam out of the returns??
