When tenants call for hot water, the gas boiler makes steam ..outside temp 70

in Domestic Hot Water
Just had new gas boiler installed for apt house.. When a tenant turns on hot water, I noticed that the radiator return pipes in basement are hot...also the hallway radiator riser is hot. Also, the tenant on first floor is running her AC unit! What is going on. Also note that the building uses a Heat Timer for temp regulation.
