Electric boiler for Radiant heat monthly cost

I know there are a great deal of variables here but I'm trying to get an idea of a monthly cost for radiant floor heat with an electric boiler. This is for a new construction home with the main level only having radiant heat and is 1900 sq ft. I've been told this will take between a 15kw and 20kw electric boiler. Electricity is .10 per Kwh which is cheaper than Propane in my area. My other option is to do Ductless heating and cooling for this space. I'm thinking that the ductless will be more efficient but maybe not as comfortable. Anyone have a guess on what I would spend to heat this space in Seattle WA?

If electricity cost less than LPG
I'd be looking at a heat pump for that climate.
