Exhust vent Fan for Boiler..?

Fireplace was cleaned and a type of "furnice flue fan thing "was recommended to be installed to help push exhust soot of our Oil Fired Steam Boiler WM478 out and minimize soot dust in house?

If it kocks out inline I may have more trouble..? Suggestions Please?
