New steam boiler has unwanted vacuum

I just replaced a Weil Mclain LGB-7 that had 5 cracked water jackets. Replaced with the exact same gas steam boiler. System has pressure-trol controls. Upon startup the system will not gain any pressure. Has only vacuum. Neither I nor my company has experienced this before. From the research I have done, at some point in history this building had a Bromell system and was coal fired. The steam venters that are installed are 1A and there are 3 of them throughout the building. Any help or suggestions would be greatly appreciated.

There's got to be more to this.
Is there a vacuum pump? Are you getting any steam out of the boiler? Is this a one-pipe or two-pipe system?
What kind of vents are you talking about? Hoffman 1As are angled 1/8" radiator vents. Are you saying these are the only vents in the system? Where are they located?

I'd love to see that "Combined receiver, Draft-regulator, Gauge, and Relief Valve" in person.0
