Tripping LWCO when it shifts from hi to low fire???

I replaced a boiler a couple years ago and we're getting from time to time that the boiler locks out on LWCO because the water level is dropping down so much after it shifts from high fire to low. The level drops instantly as it happens. Some in my company feel its still crap in the water, but the boiler has been thoroughly skimmed. Any suggestions?
