Question on a steam article in PHC News, Jan 2013

In an article in PHC News, Jan 2013, titled "Steam Problems Strike Again" by Dan Foley (p.58), there is a picture of a "drop header" boiler re-pipe on p.60. My question is...is that piping correct?
I always thought we are to keep steam flowing in one direction. In this picture there is steam distribution to the left and the right of the boiler supplies, with the equalizer to the left. Where does the header condensate go?
I thought maybe because there is a vapor-stat operating the steam production, this piping gets a pass, but I need somebody to help me understand if this is, in fact, proper piping.
