Chimy top icing

in THE MAIN WALL
The chimney is a 35' SS lined semi exposed brick. The boiler is a Buderus G215 oil with the baffles removed, stack 585F. The flue pipe runs horizontal for 10' from the boiler to the chimney. The top of the chimney has a slate topper. The ice forms at the top. Any ideas how to prevent this?
