any Ideas for a snow melt system for a roof top deck

I have a project that an architect calls for a 3" to 4" concrete slab embedded with 3/4" Pex-Al tubing over EDPM or PVC membrane flat roof exterior deck . This would be tied in with a traditional snow melt system for a driveway powered by a Viessmann Vitodens. I cannot get approval from any membrane manufactures for this application. I was thinking of installing some sort of un-coupling mat over the membrane. Any ideas?
